First of all, I would like to express my deepest respect and gratitude to those of you who have been working hard on the front lines in the fight against COVID-19 including doctors, nurses, and hospital staff, clinical laboratory technologists as well as workers at public health centres countering infectious diseases. As residents continue to cooperate with our request to refrain from going out, I would also like to express my appreciation to those who have been working to support our daily lives by maintaining the distribution of goods, selling daily necessities, and other operations.

Following the central government’s decision to extend the state of emergency to the entire nation on 16 April, the Fukushima Prefectural Government asked its residents to take various actions including: refraining from holding events or going out for nonurgent and nonessential reasons, and to restrict the use of facilities. Since the Golden Week holidays started last weekend, I have been seeing news reports showing a significant drop in the number of people using trains and expressways, and people visiting tourist spots in the prefecture. I would like to extend my sincere gratitude to our residents and business operators for your understanding and cooperation.

In order to prevent the spread of infections, it is extremely important to minimize the traveling of people during the Golden Week holidays. I would like to ask everyone in the prefecture as well as business operators to focus on taking the following three actions.

To refrain from traveling between and across prefectures for nonurgent and nonessential reasons such as returning to your family home or for going on holiday. As for daily activities, I also ask you to refrain from going out for nonurgent and nonessential reasons, and in particular avoid going to nightclubs, hostess bars and the like in busy downtown areas.
Many business operators have already cooperated with our request for closing facilities. I would like business operators again to understand the purpose of the state of emergency and cooperate in suspending businesses until 6 May for facilities where many people gather including adult entertainment, sports and amusement facilities.
As for businesses that remain open including supermarkets, home improvement stores, and facilities that are not subject to usage restrictions including outdoor parks, I ask operators to take proper preventative measures against infection such as restricting entry and advising customers and users to avoid contact with others by observing social distancing when there are many people present. I also ask residents to make efforts to reduce person-to-person contact as much as possible by taking actions such as going shopping with as few people as possible and to avoid the busiest opening times.
I know most of you have been looking forward to returning to your family homes or traveling during the Golden Week holidays. How each of us spends these holidays is important in the prevention of the spread of infection. You can still connect with your family and friends who live away from you by making good use of other means including telephones, letters, computers, and smart phones. I hope you are able to find ways to enjoy yourselves at home and relax during the Golden Week holidays.
Additionally, the Fukushima Prefectural Government announced today a supplementary budget to help fight COVID-19. As part of the swift and appropriate measures to address the various challenges we are facing, we are striving to support people who are working at medical facilities, business operators, and to ensure the safety and security of residents and their way of life is maintained.
I would like to ask everyone in the prefecture as well as business operators again to understand and cooperate with the following actions.

For residents of Fukushima　

Please thoroughly take basic preventative measures such as cough etiquette and hand washing. Also, avoid the “Three Cs”- “Closed spaces with poor ventilation”, “Crowded places with many people nearby”, “Close-contact settings such as close-range conversations”. If you have any symptoms such as a fever or cough, please refrain from commuting to work, etc.
Please avoid going out for any nonessential reasons until 6 May. In particular, I urge you to refrain from going to nightclubs, hostess bars and the like in busy downtown areas.
Please refrain from traveling between and across prefectures for nonurgent and nonessential reasons.
If you have to come to Fukushima for an unavoidable reason such as a new job or a job transfer from “Prefectures under Specific Cautions” (special alert prefectures), please refrain from going out for at least two weeks to prevent further spread of infections as well as make sure to take care of yourself. If you have any symptoms, please contact one of the public health centre hotlines (Kikokusha-Sesshokusha-Sodan-Senta).
Please do not level discrimination and prejudice against people who have tested positive for COVID-19 and those related to them.
Please do not level discrimination and prejudice against healthcare related workers who have been working hard to prevent the spread of infections.
For business operators

Please take preventative measures such as cough etiquette and hand washing in your office to protect your employees, their family members and your customers, and make sure your employees take care of their own health by not having to come to work if they have symptoms including a fever.
If you have workers who have just been transferred or commute to your office from “Prefectures under Specific Cautions” (special alert prefectures), please exert maximum efforts to take preventative measures against infection such as promoting working from home and teleworking in the case that engaging in their work is unavoidable.
I ask business operators to suspend businesses until 6 May except for facilities essential for sustaining our daily lives and social welfare facilities.
I call on event organisers to refrain from holding any events until 6 May regardless of whether they are small, large, indoor, or outdoor, except for ones essential for sustaining our daily lives.
Please help to reduce the burden on our healthcare facilities by taking on measures which protect yourself, your loved ones, and our society. While these measures will cause our residents and business operators trouble and inconvenience, these requests to suspend businesses will not include the closure of facilities essential for our daily lives. I would like to ask everyone to remain calm and take necessary preventive measures.
I would like to ask for your continued cooperation in coming together as one to support us in overcoming this difficult situation.
